With reference to the Letter from this Department of yesterday's date, I am directed by Earl Granville to state to you, for the information of The Earl of Derby, that the Secretary of the Chinese Legation begs to telegraph that the Chinese Embassy complain of infractions of the Foreign Enlistment Act by the refitting and praising of "Junch Shife", & that further infractions must not be permitted to conflict with C.O. 223/49.
